Opposition Vandalism in the Constituent Assembly Hall

There was a meeting between UML chairperson KP Sharma Oli and UCPN (M) chairperson Pushpa Kamal Dahal in the morning as scheduled in the meeting of the main three parties the previous day. Though both the leaders stated the talks had been positive, there was neither agreement on the disputed issues of the constitution nor on following of the procedures. After there was no agreement among the parties, ruling coalition partners Congress and UML and other parties decided to move forward by following the procedures. After chairperson Subash Nemwang also announced that the constitution-drafting process would be moved forward, opposition parties including UCPN (M) started vandalising the Constituent Assembly hall, which led to the adjournment of the Constituent Assembly meeting at midnight.

Talks Positive

UML chairperson KP Sharma Oli and UCPN (M) chairperson Pushpa Kamal Dahal had an hour-and-half-long meeting in the Constituent Assembly hall in the morning. Both leaders stated the talks were positive. In the meeting, the talks had centred on finding agreement on election system and judicial system and then work towards a consensus proposal. Though a UML source said that there were talks about 60 per cent directly elected and 40 per cent proportional members under the election system, but UCPN (M) stated that Oli had proposed 80 per cent directly elected and 20 per cent proportional members. The UML source also said that an agreement was ready on Congress and UML taking their proposal on form of governance and UCPN (M) writing a note of dissent, these three issues to be forwarded to the Constitution-drafting Committee for preparing a draft of the constitution, and seeking a political consensus on federalism during the time.

After the talks between the two leaders, there was a meeting of leaders of Nepali Congress, UML, UCPN (M), and Madhesi parties in the Constituent Assembly building. In the meeting at 11 AM, UML chairperson Oli and UCPN (M) chairperson Dahal briefed the other leaders about the earlier talks between them. Then Congress, UML, UCPN (M), and Madhesi Morcha held internal discussions, and there was immediately a meeting of the Business Advisory Committee. The meeting of the Business Advisory Committee decided to postpone the 1 PM meeting of the Constituent Assembly to 5 PM. The Constituent Assembly meeting had to be postponed because of the meeting of the four parties.

Though they claimed in the morning that the talks had been positive, but after 1 PM, both ruling and opposition coalition claimed that there had been no agreement. The talks failed after UCPN (M) leadership wanted to send only two issues other than federalism for preparing the draft and Congress and UML demanded to include the issue of form of governance as well. Meantime, UCPN (M) chairperson Pushpa Kamal Dahal stated that if there was agreement on federalism, then the procedures can be followed on other issues. Dahal stated that there was no real dispute among the parties on election system and judicial system.  There were internal, bilateral, and multilateral meetings throughout the day,  but  there  was  no  agreement.  Then  Constituent  Assembly  chairperson  Subash Nemwang held discussions with leaders of major parties at 4 PM. As the possibility of a consensus appeared slim, the meeting of Business Advisory Committee called for 4:30 PM was called off. At the same time, Congress and UML youth Constituent Assembly members met Constituent Assembly chairperson Nemwang and exerted pressure to call the meeting. In response, chairperson Nemwang reassured that a meeting would be called by 12 midnight. The meeting of senior leaders of main parties throughout the day ended without any agreement. UML vice-chairperson Bhim Rawal informed that the proposal by Congress and UML to send the agreed issues to the Constitution-drafting Committee and prepare questionnaires on disagreed was rejected by main opposition UCPN (M)-led coalition.
