The Constituent Assembly meeting that had been adjourned the previous day because of the attack by Constituent Assembly members from the opposition was called for 1 PM today, but the meeting did not start at the scheduled time. Instead, UML standing committee meeting started at 1 PM. Calling the UCPN (M)-led coalition attack in the Constituent Assembly as violent and barbaric, Congress and UML demanded action against the Constituent Assembly members involved in the attack and vandalism. Separate meetings of Congress and UML in the Constituent Assembly building concluded that UCPN (M) should take responsibility for the damage incurred due to the attack.

UML standing committee meeting urged the Constituent Assembly chairperson to take the constitution-drafting process forward. UML also concluded that there was no point in holding dialogue with UCPN (M)-led coalition.2 Immediately, a meeting of Congress parliamentary party also started. The meeting of Congress parliamentary party also demanded that constitution- drafting process be taken forward immediately. The meeting had also urged to not halt the process while condemning the attack.

At 2 PM, a meeting of the opposition coalition started. The meeting argued that the attack had taken place because of Congress and UML and also decided to counter it by going through the process. Chief whip of UCPN (M) Girirajmani Pokhrel warned that if the procedures were tried to be followed in the Constituent Assembly, the incidents of the last night would be repeated. ‘The counter has already started; if attempt is made to follow the procedures today also, last night’s incidents will be repeated,’ he warned. He argued that the incident at the Constituent Assembly last night was provoked by Congress and UML. The attempt to forcibly go over the 30-party coalition by Congress and UML was the cause of the vandalism at the Constituent Assembly, he stated.

After UCPN (M) kept repeating that the obstruction and attacks by UCPN (M) and Madhes-centred parties would be repeated, security was tightened in the areas around Constituent Assembly building. The Nepal Police and Armed Police were providing security to the Constituent Assembly building. The number of security within the Constituent Assembly hall had been increased to 150 from the usual 91. While 50 additional security personnel were deputed after the attack of the opposition coalition, the Police Headquarters informed that additional 200 were kept on stand-by.

The  Constituent  Assembly  meeting  started  at  2:45  PM.  But  as  soon  as  chairperson  Subash Nemwang had started the meeting, Constituent Assembly members from opposition parties encircled the rostrum. Nepali Congress chief whip Chinkaji Shrestha made several attempts to reach the rostrum, but he could not. Also, the opposition Constituent Assembly members kept shouting slogans. UCPN (M) chairperson Pushpa Kamal Dahal was also seen to be shouting slogans and using mobile at times.
