Climate for Consensus Spoilt

UCPN (M) chairperson Pushpa Kamal Dahal, organising a press conference at a hotel in Naya Baneshwor in the morning, accused Prime Minister Sushil Koirala of being actively engaged in spoiling the climate for consensus. He also clarified that the vandalism and violence by Constituent Assembly members from his alliance were not planned. Chairperson Dahal stated that agreement has been reached on election system, judicial system, and citizenship but the ruling coalition including the prime minister has been trying to spoil the climate for consensus. Dahal, expressing his ‘reservation’ on form of governance, informed that agreement on federalism is on the cards. Federalism is the only remaining issue of contention and the ruling coalition’s decision to follow the procedures while asking for extension of seven days has led to the clashes.

In the meantime, Constituent Assembly meeting called for 11 AM could not start on the scheduled time. Instead, UCPN (M) Constituent Assembly members Prabhu Shah and other leaders went to meet Constituent Assembly chairperson Subash Nemwang in his chamber. They also said they were preparing to right the wrongs of the previous day. The Constituent Assembly meeting started 50 minutes later than the scheduled time. But as soon as the meeting started, Constituent Assembly members from the 19 parties encircled the well. Madhesi Janadhikar Forum-Loktantrik chairperson Bijaya Kumar Gachhedar did not take part in the opposition-led shouting of slogans in the Constituent Assembly. He had maintained his silence after UCPN (M) chairperson Dahal had rejected his proposal in the meeting of main three parties and Madhesi alliance on January 19. He had proposed sending the issues of election system, judicial system, and form of governance to the Constitution-drafting Committee, as there were not any major differences in those issues, and concluding the issue of federalism within one month.

Though Gachhedar did not participate in shouting of slogans, his party Constituent Assembly members were actively participating. The Constituent Assembly meeting was adjourned after the obstruction by UCPN (M)-led 19-party alliance. The meeting was adjourned 5 minutes after its beginning due to the shouting of slogans by the opposition Constituent Assembly members. The next meeting was called for 1:30 PM.3 The next meeting of the Constituent Assembly started at 2 PM. The meeting passed a condolence resolution at the death of former Constituent Assembly member Gopal Singh Bohora. Then the meeting was adjourned until 11 AM on Wednesday.

member investigation committee under Constituent Assembly secretary Manohar Prasad Bhattarai was formed to investigate the vandalism in the Constituent Assembly. The committee also included secretary of the secretariat Thakur Prasad Baral and joint secretary Mukunda Sharma. It is estimated that a loss of about NRS 3,000,000 was incurred in the vandalism. Spokesperson of the secretariat Mukunda Sharma informed that the loss would be recovered from the concerned individuals as per the Constituent Assembly Regulations clause 46.

After the Constituent Assembly meeting, Nepali Congress senior leader and former prime minister Sher Bahadur Deuba said that the Maoists have not mended their ways. Talking to journalists at the Constituent Assembly building in Naya Baneshwor, Deuba said, ‘Prachanda did not even bother to call to inquire about the injuries sustained by UML chairperson KP Oli, vice-chairperson Vidhya Bhandari, Congress vice-president Ram Chandra Paudel. Yesterday I called Prachanda when I heard he was injured; he said it was not as such. This so-called Maoist entity has not mended its ways’.

UML senior leader Madhav Kumar Nepal and Constituent Assembly chairperson Subash Nemwang meet in Singha Darbar at 3 PM. After half an hour, UCPN (M) vice-chairperson Narayan Kaji Shrestha and Constituent Assembly chairperson Subash Nemwang also met in Singha Darbar. These meetings were held in an effort to improve the climate for talks. UML chairperson KP Sharma Oli held a press conference in his residence at Balkot at 4 PM. UML chairperson KP Sharma Oli accused the UCPN (M)-led alliance of hatching a conspiracy to not promulgate the constitution under various pretexts. He said that instead of creating problems for the people in the name of identity, it was necessary to take the country towards peace, prosperity, democracy, social justice, and unity. Stating that there can be four types of agreements, Oli said, ‘There are four alternatives to promulgate the constitution: two-thirds majority, outright majority, unanimity, and bringing the parties outside the Constituent Assembly’.
