After the agreement between the Federal Socialist Party and main political parties, the November 19 election got additional boost; however, the talks between with CPN (M)-led 33-party alliance was unsuccessful. The attempts by the President for an agreement with all the political parties to create an atmosphere for election also failed. After the failure of talks with the 33-party alliance, main parties got ready to hold the November 19 election. Then the election government decided to deploy the army for the polls for security, which further decreased the possibility of an agreement between the main political parties and CPN (M)-led alliance. The alliance sent a letter to the UN Secretary General Ban Ki-moon stating that the army deployment was against the November 2006 Comprehensive Peace Accord (CPA).
